CONSTITUTION AND BYE-LAWS

 

ARTICLE l—NAME

 

The name of this society shall be  HUA HIN GOLF SOCIETY  herein after called the Society.

 

ARTICLE ll—PURPOSE

 

First: To create a non-profit making society, to promote the sport of golf amongst the community of Hua Hin.

 

Second: To stimulate interest in the game of golf by bringing together a group of golfers interested in forming a golf organization, within the bounds of Thai Law.

 

Third: To encourage conformance to the R&A and USGA rules of golf by   creating a representative authority.

 

Fourth: To maintain a uniform system of handicapping as set forth in the        approved English Golf Union (CONGU) handicapping system.

 

Fifth: To provide an authoritative body to govern and conduct club             competitions.

 

ARTICLE lll—MEMBERSHIP

 

Section 1. Membership shall be available to all (men/women) 18 years of age or older, of any nationality, who meet the society membership requirements as laid out in APPENDIX Ι.

 

Section 2. Memberships in the society are individual, non-transferable and   non-refundable.

 

Section 3. Membership confers no voice in the operation of any golf courses, clubhouses nor any facilities of the golf courses.

 

Section 4. Membership confers no special; privileges in connection with any golf courses apart from green fee discounts negotiated with selective courses by the executive committee.

  

Section 5. Membership in the society are for four year periods, commencing 1st January 2001.

 

Section 6. The fiscal year for the society will be 1st January through to the last day in December.

 

Section 7. In the event that any member of the society shall commit any act which reflects discredit or disrepute thereon or shall refuse or neglect to comply with the rules and regulations herein, shall be subject to suspension or  expulsion, after receiving written notice and the right to be heard, by the   unanimous affirmative vote of the executive committee.

 

Section 8. Any member placed under suspension is ineligible to hold office, vote at annual general meetings or participate in society competitions for the duration of the suspension.

 

Section 9. The executive committee may confer honorary membership upon any member they feel has contributed to the advancement of the society.  The unanimous affirmative vote of the executive committee shall be required to

approve such action.

 

Section 10. The annual general meeting of the society shall be held in January of each year. Extraordinary general meetings require a written petition signed by not less than ten percent of the membership.

 

Section 12. All membership fees and dues shall be established by the executive committee in such amounts as they deem to be adequate to operate and      maintain the society. All monies collected shall accrue to the benefit of the membership.

 

Section 13. Members must submit all competitive score cards, both general play and tournament for handicapping.

 

ARTICLE ІV—OFFICERS AND COMMITTEE

 

Section 1. At the annual general meeting the membership will elect a body of six officers to form an executive committee. Each member wishing to be elected to hold office shall have a membership of at least one years standing and shall be nominated by a proposer and seconder both of which shall have a membership of at least one years standing. 

                                                

The list for nominations to hold office shall be posted in the clubhouse one month prior to the AGM and nominations shall close one week prior to the AGM.

 

Section 2. The executive committee will elect a Chairman, Vice Chairman, Captain, Secretary, Treasurer and an Executive Member.

 

Section 3. The elected Chairman will hold office for one year, the out going Chairman will be allowed to stand for re-election for the following year if he/she so chooses.

 

Section 4. The executive committee will hold office for two years and will be eligible for re-election.

 

Section 5. Within one month of the annual general meeting the executive   committee will allocate the various sub committees, such as a tournament  committee, a handicap committee, a charity committee and their duty positions.

 

Section 6. Each various sub committees will comprise of at least two executive committee members and may include two additional members of good       standing.

 

Section 7. The Chairman or Vice Chairman in the absence of the Chairman, will  chair  meetings  of  the executive committee, there will  be at  least six  executive committee meetings in one year. A majority vote shall constitute a quorum at any meeting. The Chairman is empowered with a casting vote in all unresolved matters

 

Section 8. All committee members are voluntary and receive no salary.

 

ARTICLE V—COMMUNICATION

 

Section 1. The society shall maximize the use of technology. As such the   internet, email and mobile phone.

 

ARTICLE VΙ- WINDING-UP

 

Section 1. If at any stage the society shall be wound-up or terminated, the    proceeds of all assets, after settlement of all liabilities, will be donated to a   single registered charity.

 

 

ARTICLE VΙΙ- AMENDMENTS TO BY-LAWS

 

Section 1. The executive committee shall have the power to repeal or amend any of these By-Laws provided that such action shall not be effective until approved by a majority vote of the society members, at a meeting held in accordance with the provisions contained herein.

 

APPENDIX Ι

 

MEMBERSHIP

 

Membership Requirements

Section 1. The applicant must be over 18 years of age.

 

Section 2. Applicants must reside in Thailand a minimum of 6 months a year.

 

Section 3. Applicants must provide documented proof with a photo copy of:

                     House Ownership Papers or

                     Minimum Six Month Lease Agreement

                     Employment Contract (if applicable)

                     Detail Page of Passport

                     Twelve Month Non Immigrant Visa

                     Two Passport Sized Photos

                     Handicap Certificate (not compulsory)Proposed and Seconded by Two Members of at Least One Years Standing

An Application Form Fully Completed

Applicants can be asked to appear in front of a Sub Committee

Photo Copy of  I.D. Card (Thai Nationals)

 

Section 4. Applicants must pay the applicable society joining fee.

 

Section 5. Applicants must pay the applicable membership fee.

 

Section 6. Membership renewal is not automatic and must be applied for by the renewal date, for an existing member it is a requirement to give their name, society number, contact address, two recent photos plus a telephone number in order to re-register.

 

Section 7. Members will be given a grace period of  3 months to renew expired memberships from the renewal date after which they will be required to rejoin the society with all the neccessary criterion.                                  

 

Section 8. Applicants must comply with the society handicap rules.

 

Section 9. New members are required to play with the society at least four times in order to clarify their handicap.

 

APPENDIX П

 

EXECUTIVE COMMITTEE

 

Definition of posts.

Chairman: To administer the society within the provisions of the constitution. To maintain good relations with local golf courses and to stimulate the           advancement of the society. To preside and maintain order at committee     meetings and annual general meetings.

 

Vice Chairman: To assume all Chairman’s duties in the Chairman’s absence and to assist other executive committee members in the execution of their     duties.

 

Captain: To process applications and issue membership cards within the bounds of society membership. To organize and run the twice weekly          tournaments, and to keep the members up to date with forthcoming events.

 

Secretary: To fulfill all of the societies administrative requirements, including the recording of minutes at committee meetings and annual general meetings and give notice of all committee and general meetings.

 

Treasurer: To ensure all monies raised by the society shall be applied to      further the advancement of the society and for no other purposes and maintain proper accounts of the finances of the society. To report at committee meetings and annual general meetings the balance of society accounts.

 

Executive Member:  To assist other executive committee members  in the  execution of their duties.
